China plans to attract more overseas Chinese scholars in next 5 years

The Chinese government has set the goal to attract at least 500,000 overseas Chinese scholars from 2011 to 2015 as the country is in large demand of high level talents to boost its development.

Scientists, team leaders and other talents in innovative science and technology who can "achieve technological breakthroughs and boost the country's hi-tech and emerging industries" are the country's main targets, according to the 2011-2015 blueprint on returned overseas Chinese talents released by the Ministry of Human Resources and Social Security.

The country also aims to attract talents in fields including equipment and manufacturing, information, bio-technology, new material, aviation, environmental protection, energy resources and modern agricultures.

"China will further improve policies regarding returned overseas Chinese in the next five years in accordance with the country's economic and social development... and create a favorable environment for them to exert their talents," said the document.

In addition, the country plans to have 200 business start-up incubators by 2015, which are expected to house 15,000 enterprises run or participated in by returned Chinese who have studied abroad.

Figures show that the current 150 incubators are providing business start-up services for more than 8,000 enterprises and over 20,000 returning students.

My observation during my 2 years' handling of China business: one needs at least 5 years to work in established foreign business(es) after graduation from a western university, to qualify for high/low level of expert to be in a leadership position, otherwise he drops into regular employee level which has not much difference from domestically educated talent.

I am happy that China is trying to attract talents to help develop the country. However, it is as important, if not more important to recognise and nuture the students that graduated from local universities and colleges in China.
The thinking that has developed in China over the last 30 years that everything overseas or western is better is sad and unhealthy.
It appeared to be that Chinese now look up to people who has gone to Western countries, either as a student and migrant. When these Chinese come back, they are treated like VIPs. Even worse, they are treated like emperor if they bring back a Western spouse, many of the Western men are usually 30 to 40 years older than their Chinese bride.
We, overseas Chinese that left in the late 1800's and early 1900's used to laugh at the Filipino and Thai bride of the Western men. We were proud of China and her people who are proud of their culture and race.
Japan, the most successful Asian nation up to now, was and is still proud of her culture, talent and ability. They learned from the West but they do not treat their overseas Japanese as VIP-e.g Hawaiian Japanese. They get the best from the West and incorporated their own thinking to make it unique and most of the time better.
Why do the Chinese has and need English signs on their roads, police buidlings and cars, government buildings and even Chinese TV station, etc? I do not see Chinese on American, British or even Australia police cars or TV. The majority of Westerners or the World are not English speaking. If you want to put foreign language-why not French, Russian,etc. We are expected to learn the local language when in the West. The visitor should, and most of them are happy to try to learn Chinese when they are in China.
China would be colonized again if the present trend of looking up to the West continues.
