Some of them came without any proposal.
Yan Zi, a professional tennis player, arrived in Beijing on Monday for the meeting without any proposal.
Others did their homework for the meeting.
Gong Hanlin, a comedian and regular guest on China Central Television Spring Festival galas, said he spent almost a year preparing his proposal, which covers the public hearing system.
"Proposals written by celebrities have improved much. They are no longer look like the work of primary school students as described by some people. I prepared a 2,000- word proposal after doing a lot of research," he said.
An earlier proposal by actress Gong Li was criticized as something a primary school student may have written.
According to Guowa Jiamaoji, deputy head of Zhanqi Art Troupe in Chengdu Military Region and also a notable singer, his proposal would focus on the celebrities hired to promote food products.
A government watchdog banned celebrities from appearing in advertisements for food products.
Deng Jie, an actress who was a spokeswoman for the Sanlu Group, was criticized after the company was found responsible for melamine-tainted dairy products that left several babies dead and many more sick.
"Inviting celebrities to attend the meeting can draw more public attention, but to be frank, I don't think most of their proposals deserve it," Wu Huan, a CPPCC member who is a calligrapher and painter, told the Global Times Tuesday.
