His wife, Wang Qinghua, who was allowed into the court with Tan's lawyer, said her husband looks better than before.
Tan was detained in March 2009 and the first trial began in August.
Before the detention, he was leading an investigation into the construction quality of school buildings that collapsed during the massive May 2008 earthquake.
The earthquake left nearly 90,000 dead or missing.
The provincial government said last May that 5,335 students died or were missing in the earth-quake.
Tan had planned to issue an independent report based on his investigation and called on parents who lost their children in the earthquake to help him compile a detailed database of the victims, according to Hong Kong-based Ming Pao Daily.
