Hsieh said he expects that forthcoming discussions could address the issue of an open market for the cultural sector, as he believes that it is a prerequisite for mutually beneficial exchange.

Issues such as intellectual property rights protection will also be included in the high-level talks, according to Xu.

Cai's trip has triggered widespread speculation that cultural issues will be high on the agenda of the next round of high-level talks between the Chinese mainland and Taiwan.

Vice Chairman of the Mainland Affairs Council of Taiwan Liu Te-shun noted that the agenda for the upcoming round of talks between the heads of the Taiwan's Straits Exchange Foundation and the mainland's Association for Relations Across the Taiwan Straits, has been set and does not include cultural subjects.

During his visit, Cai will also visit cultural institutions, tourist attractions, historic sites and leading enterprises in creative and cultural industries, according to officials.

The visit comes after Taiwan's local legislature last month approved the ECFA, which is expected to boost cooperation in various industries and fields such as the service industry, and in science and technology.
