The reason is to destabilize the Chinese autonomous region of Tibet, according to the Telegraph Weekly.
"Rakesh Sood should be immediately declared a persona non grata and sent back to India," an online user nicknamed Raj commented after the Telegraph Weekly's report.
However, details of the visit remain opaque as Sood cut short his stay and Janadisha is the only source that has reported on his visit.
Over the past few months, India has stepped up diplomatic initiatives to neutralize China's advantage in Nepal.
A senior Railways Ministry official told the Hindustan Times newspaper that Rail India Technical and Economic Services had been commissioned to conduct feasibility studies on six railway links with Nepal and three with Bhutan.
The plan came after China, at Nepal Prime Minister Madhav Nepal's invitation, planned to extend its 1,956-kilometer-long railway line that links Qinghai Province and Tibet across the Tibetan plateau, to Kathmandu.
