The district water authority in charge of the project, Gao Zuosheng, whose authority covers the Jiang'an district, where the park is located, says it needed a certain amount of tap water to sustain the plants in the lake to survive the winter.

"The lake is located downtown. It is hard to transfer water from somewhere else. And there is no enough underground water accessible," Gao said. He said the project team would turn down the fire hydrants during peak hours of water use to reduce the drain on the neighborhood's water supply.

The project is scheduled for completion next July.

Xu Ming, an expert from the Chinese Academy of Sciences, told the Global Times that tap water is not good for the ecological system in the lake.

"Low-salt tap water might make the lake look better, but it is bad for the ecological system in the lake as it might kill the microbes," Xu said. "Without microbes, a clean lake is a dead lake."
