Sun Xiaofei, a local resident who commutes by subway every day, told the Global Times that he has experienced several power outages that triggered a shutdown of service this year, including the one Tuesday.

Ying told Shanghai Evening News that Shanghai indeed has an increased number of short circuits that trigger accidents. Ying said a growing number of passengers forced the system to add more trains that strain the tracks.

Shanghai Daily reported earlier this month that the municipality has announced to launch three new metro lines by the end of this year, which together with the current eight lines will transport 6 million people daily over 420 kilometers of tracks during the Word Expo next May, and a long-term aim to build the world's largest subway system by 2012.

Ying, who called Tuesday's collision an "accidental incident," told Global Times that Shanghai Metro is young but "we will learn from these incidents and take measures to ensure the safe operation of the subway in the future."
