Last year, imports of soybeans had reached 42.25 million tons, and vegetable oil 8.13 million tons last year. Investment in development related to agriculture, farm and rural areas reached 716.1 billion yuan ($104 billion), up by 129 billion yuan ($18.8 billion) over 2008.

Meanwhile, Chen denied that arable land has shrunk below its "red line" of 1.8 billion mu (120 million hectares).

"I'm sure to say the number will be higher than the red line, since we have maintained strict regulations to protect arable land," Chen added.
