The water supply was partially restored in the county Tuesday, with hotels, government buildings and some residents able to access water.
A spring water supply station was set up Tuesday to provide water to residents for free.
Shops resumed business Tuesday without major price fluctuations.
Feng Xiaozhou, a local shop owner, told the Global Times his shop still had some stock in reserve but most of the food was buried in the mudslide. He estimated his loss from the disaster to be more than 30,000 yuan ($4,434).
Chinese leadership called for further efforts to save lives and property in Zhouqu at a meeting Tuesday.
Local authorities were urged to double their efforts in searching for survivors, draining mudslide-formed barrier lakes, and clearing sludge.
Soldiers blasted through blockage on the Bailong River on Monday afternoon, lowering the water level of a barrier lake to 48 centimeters.
More rain is expected in the region from today through Friday, the China Meteorological Administration said.
