A senior fishery official from China is in the Philippines to discuss fishing and farming cooperation around Huangyan Island, the Chinese Ministry of Agriculture confirmed Monday.

"Liu Xinzhong, Deputy Director of Fisheries Administration with the Ministry of Agriculture of China paid a visit to the Philippines on Wednesday. Liu's trip aims to discuss agricultural cooperation with the Philippines," an anonymous official said. Liu is scheduled to fly back to Beijing this Tuesday.

According to Philippine media GMA News Online, Liu had visited Zambales to disclose Chinese leader's message on providing assistance to local fishermen.

Liu has offered to bring assistance to fishermen in Masinloc, Zambales, and provide modern technology, equipment and facilities as an alternative source of income, the Manila Times reported on Sunday.

Liu's delegation of Chinese and Filipino officials had met with fishermen from the provinces of Bataan, Pangasinan and Zambales, as local media reported that Filipino fishermen are being allowed near Huangyan Island in the South China Sea alongside Chinese patrol vessels.

China's Foreign Ministry announced on October 31 that "the Chinese side made proper arrangements based on the friendship between China and the Philippines in response to President Duterte's concerns." Liu's visit comes on the heels of Duterte's official visit to China last month, which signaled the latter's shift away from its traditional alliance with the US.
