Officials will be held responsible if they fail to properly handle petitions by crowds and negative public opinions, according to a new regulation issued by the Beijing Municipal government.

The regulation states that if an official is found ineffective in dealing with large-scale petitions and negative public opinions, which would exacerbate an incident or create a bad impact, should be held responsible, according to a report on the Legal Daily's website on Sunday.

The General Office of the CPC Central Committee and the State Council issued a guideline regulation last October on responsibilities in dealing with petitions.

The regulation says the local government can issue detailed implementation rules, and local Party committees and governments at all levels shall have the prime responsibility in preventing and managing petitions within their territory.
