Five advantages ensure CPC governance

Being a party of more than 89 million members and the ruling party leading more than 1.3 billion people, the Communist Party of China (CPC) has made remarkable achievements in over 60 years, which took hundreds of years for the developed countries in the West. That is because the Party has more advantages in terms of its guiding ideology, ideological and political work, organizational system, institutional mechanism and mass foundation.

Marxism has been the Party's ideological basis since its birth in 1921. All party members have mastered the basic theories of Marxism.

However, the Party has developed Marxism in accordance with the country's realities, and hence charted the course of socialism with Chinese characteristics. The Party's values based on dialectical materialism in Marxist theory help the whole Party address difficulties and setbacks and bolster China's sound economic growth and strong national strength. The Party will keep to, enrich and develop the Marxist theory with China's reality to create the "China miracle."

The Communist Party of China has been committed to ideological and political work, which differs itself from other political parties. The basic task of ideological and political work is to educate Party cadres and the masses with Marxism-Leninism, Mao Zedong Thought and socialist theory with Chinese characteristics, in a bid to foster correct ideological and practical stands, viewpoints and methods, and become firm in their ideals and convictions through practice.

The Party has united the Chinese people through ideological and political work to fulfill historic missions. Ideological and political work should be strengthened at any time to mobilize the people and enhance the Party's creativity, cohesion and effectiveness.

The Party has given priority to organizational work and has built comprehensive multilayered party organizations to ensure the rapid development of the Party's cause at all levels.

Party organizations cover all administrative units nationwide, from the Central Committee to grassroots level, which help implement the Party's principles and policies. The multilayered party organizations have guided the Chinese people to complete the building of major projects, such as the Three Gorges Dam, a gigantic hydropower project on the Yangtze River, the Qinghai-Tibet railway, the South to North Water Diversion, the Beijing Olympics and Shanghai World Expo.

However, political parties in some countries suffer a management deficit, lack well-rounded party organizations and stringent standards of party member admission and withdrawal, and are often influenced by some consortiums. Therefore, decisions made by the ruling parties in those countries have been hardly neutral and rational after rounds of hand-wringing among stakeholders and cumbersome processes.

The principle of democratic centralism, a combination of centralism on the basis of democracy and democracy under centralized guidance, has guaranteed the Party's institutional advantage. This principle provides an effective channel to make party organizations and members exercise their democratic rights and have their will united, which is conducive to the unity of Party members in ideology and action. Democratic centralism strikes a proper balance between democracy and centralism, instead of prioritizing democracy to reduce efficiency of decision-making, or preferring centralism to form an authoritarian regime.

The principle of democratic centralism gives full play to intra-Party democracy and motivates Party members to immerse themselves in hard work and entrepreneurship. It buttresses the Party leadership and provides an institutional guarantee to build an advanced and clean party.

The CPC's close ties with the people are the embodiment of its nature and purpose, the hallmark that distinguishes the Party from other political parties, and an important factor enabling the CPC to grow strong. The fate of the Party's undertakings relies on whether it can maintain its ties with the people.

The CPC has attached great importance to keeping close ties with the people throughout its history. The mass line is the life of the Party and the fundamental approach to the Party's work.

The Party's fundamental purpose is to serve the people wholeheartedly. Efforts to remain close to the people, rely on them, and fully mobilize their initiative, enthusiasm and creativity have underpinned one victory after another for the Party and won public support, the most solid foundation for the Party's governance.

The Party's biggest political advantage lies in its close ties with the masses while the biggest potential danger for it as a governing party comes from its divorce from them. Therefore, the Party has always put people's interests first and kept close ties with the people, so as to facilitate the Party's endeavor to overcome risks and challenges and make amazing strides with the people.

It is believed that the CPC will maintain these advantages to build a strong party and realize the Chinese Dream.
