Congress establishes historical position of Xi's thought

The 19th National Congress of the Communist Party of China (CPC) on Tuesday approved a revised Party Constitution that established the historical position of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

The Congress unanimously approved the resolution that Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, in addition to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents and the Scientific Outlook on Development shall constitute the guides to action of the Party in its Constitution.

The Congress noted "since the Party's 18th National Congress, Chinese Communists, with Comrade Xi Jinping as their chief representative, in response to contemporary developments and by integrating theory with practice, have systematically addressed the major question of our times - what kind of socialism with Chinese characteristics the new era requires us to uphold and develop and how we should uphold and develop it, thus giving shape to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era."

The Thought was "the latest achievement in adapting Marxism to the Chinese context," Su Wei, a professor at the Party School of the Chongqing Committee, told the Global Times on Tuesday.

"The CPC Central Committee with Xi Jinping at the core has made a successful exploration of socialist theory and development in economic, cultural and other fields during the past years, which shall be represented in the Party Constitution."

The amendment is in accordance with the shift of the principal contradiction facing Chinese society, revealing that the Party would focus more on balanced development, Su noted.

General Secretary of the CPC Central Committee Xi Jinping said in the 19th National Congress report that the principal contradiction facing Chinese society has evolved to that between the people's ever-growing needs for a better life and unbalanced and inadequate development.

The Congress also endorsed the inclusion of the two centenary goals and the Chinese Dream of national rejuvenation into the Party Constitution on Tuesday.

By pointing out a clear direction, Su said, the revised Constitution would help unify the entire Party and guide Party members to strive for the future.

The CPC has also included Xi's military thinking and the Party's "absolute" leadership over the armed forces into its Constitution, according to the Tuesday resolution.

The CPC shall uphold its absolute leadership over the People's Liberation Army and other armed forces and implement Xi's thinking on strengthening the military as part of the amendments to the CPC's fundamental document for its over 89 million members.

In addition, the amendment to the CPC Constitution also clarified that Chairperson of the Central Military Commission (CMC) assumes overall responsibility over the work of the commission and that the CMC is responsible for Party work and political work in the armed forces.

Rural development

Delegates to the 19th CPC National Congress said on Tuesday that they absolutely support the resolution of the Congress and would deepen their understanding of the Thought in their daily work in the future.

"Comrade Xi Jinping has always paid attention to the development of rural areas and he called on all Party members to serve the people, which is an inspiration to us. As head of our village Party branch, I will further study the Thought and lead the villagers to live a better life," Li Hualiang, a delegate from Northeast China's Jilin Province, told the Global Times on Tuesday.

To include Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era into the Party Constitution was "a necessary result of our practice and the development of the times" said Nong Fengjuan, a delegate from Southwest China's Guangxi Zhuang Autonomous Region.

"We young people will carry on the Thought and practice it in our daily work," Nong said.

Yuan Jiajun, governor of East China's Zhejiang Province, said that Party members would focus on how to apply the Thought to local development as well as making contributions to national development.
