Chongming District Plan for 2035 approved by Shanghai Municipal People’s Government

Vision & objectives


Shanghai Municipal People's Government approved the Chongming District Plan & Land Use Plan (2017-2035) (hereinafter referred to as Chongming District Plan) recently, the first approved district-level plan and land-use plan following the new Shanghai Master Plan receiving the State Council's official approval.

Chongming District Plan is the basis and legal document for urban and rural planning, construction and management in the district. It is an important guideline for the district's future urban and rural development and a grand blueprint for achieving the goal of building it into a "World-Class Eco-Island."

Focusing on the requirements to build a world-class eco-island, Chongming has actively practiced the development concept of "innovation, coordination, conservation, openness and sharing," prioritized sustainable and green development and vigorously carried out the development strategy of "+ ecology" and "ecology +" so as to promote the development of ecology, production and living in coordination.

Bottom-line control

I. To strictly implement the requirements for bottom-line control.

Chongming will implement the overall requirements of "negative growth" for planning development land and strictly hold the bottom lines of population, land resources, environment and urban safety to achieve sustainable development.

Chongming will strictly control its size of the resident population and optimize the population distribution. By 2035, the planned resident population in the district will not exceed 700,000, while that in the towns will be around 560,000. Chongming will also adhere to the most stringent land-saving policy and the most vigorous cropland conservation policy. By 2035, the land for planning will not exceed 265 square kilometers, and the cropland reserve will be no less than 635,000 mus (42,333.33 hectares).

II. To build a coordinated spatial system for urban and rural areas.

Chongming will set its foothold on the whole and promote development of ecology, towns and villages in coordination by ensuring balanced urban and rural construction and coordinated natural ecology, and by switching from city-wide allocation and concentration to comparatively effective concentration.

Chongming will strengthen the hard constraints of eco-space on the spatial structure and layout, form a general spatial structure of "three districts, two belts and two zones," and build an urban and rural system characterized by "core town-central town-general town-small market town-village."

The five major town clusters will be taken to coordinate the key resources on the three islands of Chongming, tap the development potential of spaces, and conduct categorized guide for rural areas based on removal, protection and retaining.

Comprehensive transportation system

III. To implement major special coordinating projects.

Chongming will build a comprehensive transportation system that is "smooth outside and optimized inside, efficient and compact, green and ecological"; develop an eco-industrial system that is based on modern agriculture, led by tourism service, and takes innovation economy as its mainstay, and green intelligence as its support.

The district will also build a sound and reasonable timing-sequence controlling mechanism for housing, and increase the proportion of supportive housing in the total housing supply.

The district will safeguard the construction of facilities and spaces of public interest which are now in short supply, make up for the weakness in the current public service, optimize and enhance spatial quality and life quality. Chongming will also strengthen historic landscape protection and overall urban facilities to fully reflect its overall features with Chinese elements, Jiangnan charm and island features.

The district will follow the conservation objectives and planning principles of low carbon development, green cycle, environment restoration, ecological governance, system control and social co-governance while optimizing the layout of its major public utility facilities.
