China’s security helps regional stability

The naval parade staged on Tuesday to mark the 70th founding anniversary of the People's Liberation Army (PLA) Navy displayed the great progress the PLA Navy had made in the past decade as well as the strong will of Chinese and foreign naval forces to safeguard regional peace and stability.

In recent years, the PLA Navy has been described as "the second most powerful maritime force on the planet." The comment might not be very accurate, but it shows the world had noticed and acknowledged the growth of the PLA Navy. The PLA Navy's strategy has transformed from offshore defense to a combination of offshore defense and high seas escort. 

A more powerful navy is urgently needed to assure China's national security. It is gratifying that the PLA Navy's buildup has kept pace with its growing missions of national defense.

There is still a wide gap between the PLA Navy and the US Navy. But as China speeds up its national strength building, its national defense becomes increasingly effective. China's national security is an important part of the Asia-Pacific region's peace and stability. China's confidence benefits the region's cooperative atmosphere.

A total of 18 foreign warships from 13 countries attended the maritime parade in Qingdao, East China's Shandong Province. Some neighboring countries that have territorial disputes with China sent their warships, and so did major US allies in the Asia-Pacific region. This shows China has managed disputes with these countries. The friendly regional cooperation, in which China plays a pivotal role, has great vitality.

It is a pity that the US did not send its warships to the celebration. In 2009, a US missile destroyer was sent to mark the 60th anniversary of the founding of the PLA Navy. The US is more sensitive compared to 10 years ago, and far more sensitive than its allies in the Asia-Pacific region.

The PLA Navy still needs decades to catch up with the US Navy in terms of technology and stock. China is also unable to copy the US Navy's overseas bases worldwide. It is unimaginable that China and US navies would start a comprehensive competition.

The PLA Navy can restrict the US Navy's intervention in China's offshore area. The US is vigilant against it, but this is only Washington's blind hope. The offshore area is China's core area of national security, and it will be more difficult for the US to suppress China's rise in such an area. US strategic restraint is decisive in easing tensions in the Western Pacific Ocean.

The PLA Navy's strategy focuses on offshore defense, and Chinese society is not offensive. A community with a shared future for mankind is more than a diplomatic slogan. It is the Chinese people's ideal. We hope China's military strength can promote world peace no matter how much it develops. The mutual trust and cooperation between Chinese and US navies will be a key factor. 

In one decade, China has made huge progress in national and military strength. But China is still restrained in security. China hasn't engaged in war in 30 years and never used force to threaten any country. It's China's firm policy to resolve security disputes through negotiations. The international society never doubts this.

The PLA Navy will continue to grow. It will make great progress in hardware by its 80th anniversary. We hope this will be a process in which the Western Pacific Ocean consolidates peace and deepens reciprocal cooperation.
