A motorist said he didn't want his wet, just-bathed dog in his car, so he tied it to his side mirror and forced the husky to run on a highway in Mianyang, Southwest China's Sichuan Province on Monday. The driver was fined 200 yuan ($28) by traffic police, but netizens said he should also be charged with animal cruelty. 

Witnesses who saw the poor dog struggling to keep up with the car called local police, who viewed a surveillance video that has spread on the internet. 

The video shows the car traveling slowly on the road and obstructing approaching vehicles, while the husky, with a leash around its neck, strenuously labors to keep up with the car. 

The driver told the police that he had just washed his dog, and he didn't want the wet animal in his car, so he made his dog run alongside his car, Pear Video reported. 

The driver was fined in accordance with China's Road Traffic Safety Laws, but many netizens said the driver should have faced stiffer penalties. 

"I think he deserves a more severe punishment. He was actually abusing his dog and threatening the safety of other people," said a netizen on China's Twitter-like Sina Weibo.

"The fine was enough to pay for a professional wash and dry for his dog and he would have still have had money to wash his car," said another. 

"What a shame, his dog might despise on him now," noted a Weibo netizen.
