City sets its sights on high-rise litterbugs

The Shanghai office of Spiritual Civilization Construction is proposing to punish littering from high-rise buildings by putting residents' littering behavior on their credit score.

The office said it is going to propose this plan to relevant departments and discuss the possibility of putting culprits' behavior on their credit record, according to Oriental Morning post Wednesday.

A person's credit rating only includes items such as loans and savings in various commercial banks, credit cards, payment records for mobile phones, payment of public service fees and civil court convictions involving business disputes.

As for how to identify the culprits, the office is considering installing a "sky eye" surveillance system used in Hong Kong that can identify the windows of those littering.

The office said it is going to discuss the feasibility of installing the system with the city's greening department and housing management department.

Besides the general 200 yuan littering fine, there is no existing regulation punishing high-rise litterbugs. Also, the fine has to be given by the city's environment and sanitation departments. Currently, property management companies have no right to punish residents for littering from high-rise buildings.
