Myanmar president proposes five-year national development plan

Myanmar President U Thein Sein said on Tuesday that the upcoming parliament session in July will touch on a proposed draft five-year short-term national development plan (2011-12 to 2015-16) which projects to bring about a 7.7-percent annual growth of gross domestic product (GDP).

In his state of union address in Nay Pyi Taw on reform process to officials of central-level organizations, regional chief ministers and chiefs of self-administered regions or zones, U Thein Sein said the sectorwise involvement will also be projected to change from 36.4 percent to 29.2 percent for agriculture, from 26 percent to 32.1 percent for industry and 37.6 percent to 38.7 percent for services with the per capita GDP growth to be raised 1. 7 times or even three times, the state TV reported.

To realize the goal, he stressed the need for increased domestic and foreign investment under limited state budget and the need for obtaining increased foreign grant and loan.

He called for cutting unnecessary projects, saving state expenditure and reducing the state sector involvement by carrying out privatization.

He also called for introducing reform strategy and development plan ministry-wise, region-wise and township-wise.

He emphasized inducing effective foreign investment to create job opportunities with concern over enabling employees to enjoy full basic pay, disclosing that law protecting foreign investment as well as law on minimum pay will be drafted in the parliament to attract foreign investors.

He also warned of properly handling land reform and land use, calling for working out national electricity plan, industrial development plan and people-centered development plan.
