South Korea will enhance military capabilities against localized provocations by the Democratic People's Republic of Korea (DPRK) and bolster missile and cyber warfare capabilities, the defense ministry said Wednesday.

Under the latest defense reform plan recently submitted to President Lee Myung-bak, military strategies will be based on the so-called "active deterrence" policy which allows preemptive strikes on the DPRK at the onset of aggression, the ministry said in a statement.

The military will also boost its readiness against localized provocations, especially around front-line islands near a tense western sea border with the DPRK, the scene of deadly naval skirmishes between the estranged neighbors.

The blueprint, which aims to deliver on a set of reform goals by 2030, laid out plans to expand cyber warfare capabilities by increasing the number of personnel at the Cyber Command to 1,000.

The proposal, which underwent several revisions since it was initially drawn up in 2005, is also focused on changes to the military's command structure as South Korea prepares to retake the wartime operational control from Washington by 2015.

The new plan also seeks to improve welfare of troops, increase efficiency in defense management and personnel management, the ministry said.
