More than half of  the city's school uniforms failed to meet standards in a second quarter spot check held by the Shanghai Municipal Administration of Quality and Technical Supervision.

Among the 41 batches of school uniforms from 21 companies, only 48.8 percent passed, far less than 80 percent that passed in previous years.

This year's drop was primarily due to improper or missing labels on the uniforms.
