Two expats fined for peeing on highway

A German man and a Danish man have each been fined 100 yuan ($16.30) for urinating on the elevated highway in March, local media reported Wednesday.

The bureau called the act a violation of local sanitation rules, according to a report on the news website xinmin.cn.

The incident came to public attention in March after a microblogger posted a photo of six men smiling and urinating on the elevated highway.

Police located two of the men with the help of the bus driver who was chauffeuring the group across the city that day, said Wang Ruwei, an officer with the Shanghai Urban Management Administrative Law Enforcement Bureau.

Urban management officers visited the homes of the German and Danish men with an interpreter to issue the fines. Wang said it appeared as if the pair regretted their actions.

The bureau only fined two of the men because the other four had since left China. Wang said the fine was necessary to show there are consequences to violating the rules.

According to city regulations, anyone who spits, urinates or defecates on the street can be fined up to 200 yuan.

Wang said it was rare for urban management officials to issue fines for these violations because it's difficult to catch violators in the act.
