A local resident said he found 23 counterfeit bills when he withdrew 3,000 yuan ($489)from an ATM in Minhang district, local media reported Sunday.

The bank refused to replace the bills based on an internal investigation that found no flaws in the bills from its ATM.

The police have opened an investigation into the case and have confiscated the fake bills.

The resident, surnamed Guo, didn't notice the fake bills until he used some to pay for a meal. The bank said surveillance footage showed that Guo took money from its ATM, but that didn't prove that he got the fake bills from the bank.
