Rooftop villa villain or savvy home improvement master?



Zhang Biqing, 59, member of the China Association of Acupuncture and Moxibustion and property owner of an apartment on the top floor of a 26-story building in Park View, Haidian district, has been thrust into the public sphere on suspicion of illegally building his own villa on the rooftop of the complex. The alleged villa, which takes up 800 square meters and is covered by decorative rocks and plants, triggered a penthouse-sized response online.

Haidian city management officials Monday ordered Zhang to dismantle the construction in 15 days, or else it will be forcibly demolished. Zhang said he would demolish the project if the government required him to, but defended his project as a duplex apartment, not a villa. The rocks, which are plastic, are used to defer exhaust from his neighbors' kitchens away from his window. He also stressed that he is a doctor and would not do harm to others.

Additionally, he noted that city management officials came to investigate when the construction was completed but did not dismantle it after finding it poses no threat to the whole building. What do Web users think about the rooftop construction?
