Many Net users are bewildered by a new measure that Guangdong Province plans to implement from September, which aims to fine people 100 yuan ($16) for failing to properly urinate within the bowl of a public toilet.

The measure reported by Yangcheng Evening News was just one of many governing public behavior published in a recent Shenzhen government communiqué, which said that fines would also be imposed on those caught spitting on the street or putting graffiti on public property.

Many questioned how the measure regarding urinal practices would be enforced.

"Who will supervise such behavior? It will be illegal to install cameras of men urinating in toilets," said Net user Liuyanguangguang.

"This will be a disaster in terms of sending people to supervise or monitor such behavior to get enough evidence proving that someone has urinated outside of the toilet bowl," added Net user asd135asd.

Others, however, did not seem phased by the new measure and applauded the effort.

Net user Shitulaoniu had the most support for the measure, saying that even if people did not purposely urinate outside the toilet bowl, they too should be punished so that everyone would learn how to use a toilet properly.

"Shenzhen has taken the right step. Let's see if other cities follow," the Net user said.
