East African Community (EAC) leaders will meet in the Ugandan capital Kampala on November 30 to discuss regional integration and other key issues.

Lawrence Mujuni, director for East African affairs of the Ugandan Ministry of EAC Affairs, told reporters on Thursday that during the scheduled summit the leaders will discuss concerns by Tanzania that it has been sidelined by partner states in efforts to fast track the East African federation.

Mujuni however said that there is nothing illegal about partner states cooperating at a bilateral level.

"What has been done by the rest of the partner states will be shared. This issue (political federation) is going to be addressed by the heads of state," he said.

Kenya, Uganda and Rwanda have on several occasions met to discuss key infrastructure development projects and fast tracking of the East African federation

He said during the summit, the leaders will be briefed on the ongoing consultations including the proposed draft of the East African federation constitution.

Since June, Uganda's Yoweri Museveni, Kenya's Uhuru Kenyatta and Rwanda's Paul Kagame have appeared to operate in trilateral "coalition" keen about faster integration, with Tanzania and Burundi not invited.
