Highway extortion

The head and deputy head of the transportation bureau of Yongcheng, Henan Province, were suspended from their duties after authorities began the investigation of a recent case in which a female truck owner drank pesticide after being repeatedly extorted by highway officials.

The head of the law enforcement team of the bureau was also removed from his post. Three other people involved were also sacked or suspended.

The truck owner Liu Wenli and her driver were intercepted by road management officers who demanded a penalty for "exceeding the truck's axle loading limit" on November 14. Transportation officials were called there to impose the fine.

Liu then drank pesticide after officials insisted on the penalties, since she had already paid the illicit "fee" of 3,000 yuan ($492) each month the road authorities allegedly charge to ensure overloaded trucks free passage on roads.

Liu recovered and left hospital on November 29, the government said.
