Vietnam learning Chinese experience to attract overseas talents

Vietnam is eager to learn many lessons from China in attracting high-qualified human resource for science and technology development, according to the country's science and technology ministry.

The country's Ministry of Science and Technology (MoST) said on Tuesday on its website that, Vietnam has sent a working delegation to China from December 2013 to early January 2014 to learn its experience in implementing Plan 111 on luring overseas talents.

Vietnamese Deputy Director of MoST Center for Vietnam Science and Technology Internationalization Promotion Bui Thi Huy Hop said on the MoST website that China's Plan 111 is suitable for applying in Vietnam.

Attracting overseas Vietnamese talents like in Plan 111 is expected to be experimentally implemented in Vietnam in several World Bank-funded projects to increase capacity of research institutes in ten prioritized sectors during the 2015-2020 period, said Hop.

Vietnam's amended Law on Science and Technology came into force from January 1, 2014 with new article on international integration of science and technology and attracting overseas Vietnamese talents.

The Chinese Ministry of Education issued a regulation on September 11, 2006 to help tackle course innovation in colleges and universities, marking the implementation of "Plan 111."
