Xi confirms military’s ‘mass line’ achievements

Chinese President Xi Jinping on Thursday confirmed in a rare instruction the military's achievement in the mass line campaign and warned against any recurrence of the problems that have been rectified.

According to a statement issued by the People's Liberation Army (PLA) on Thursday, Xi, also chairman of the Central Military Commission, said that the armed forces achieved much in the first phase of the "mass line" campaign.

The "mass line" initiative was launched in June 2013, with the aim of making government more accessible to the general population, while cleaning up four undesirable work styles - formalism, bureaucracy, hedonism and extravagance.

Xi warned against any recurrence of the problems that have been rectified, calling for continued efforts to implement the campaign to a higher standard and with problem-based methodology in the recently launched second phase.

The leading group in charge of the campaign for the army asked all levels of the military system to learn Xi's instruction and study implementation measures based on reality.

"It is the first time that President Xi has given an instruction on the mass line campaign in the military, a sign that disciplinary inspection in the army has become a highlight of the Party's work," Zhang Xixian, a professor at the Party School of the CPC Central Committee, told the Global Times.

Zhang said the first phase of the campaign aims to lock up high-ranking corrupt officials while the second phase targets corruption at the grass roots.

"If the rectified problems reoccurred, it will for sure deal a blow on the work at the second phase," said Zhang.

The second phase will focus on bad practices affecting soldiers, and solve problems that lead to inadequate services for the grass roots.
