The South-South Steering Committee for Sustainable Development (SS-SCSD) launched two Asia-Pacific regional organizations on Sunday in fresh move to mobilize adequate resources for enhancing South-South and triangular cooperation.

The SS-SCSD Asia-Pacific Committee and the South-South Asia- Pacific Finance Center, both chaired by Cai E'Sheng, former vice chairman of the China Banking Regulatory Commission, are to implement the growth-driven development plans and projects motioned by the SS-SCSD and stipulated under the SS-SCSD's framework.

John W. Ashe, the president of the 68th session of the UN General Assembly, awarded the appointment letter to Cai and extended congratulations on the establishment of two organizations.

The two organizations would re-allocate resources available in the region, in particular the effective financial channels, and make effort in realizing the Millennium Development Goals and the post-2015 development agenda through multilateral, South-South and triangular cooperation, said Cai.

Cai said the SS-SCSD Asia-Pacific Committee had established two funds to promote development of education and philanthropy in the region, but he did not reveal the scale of the funds.

He said the committee had been working to integrate resources in Africa in order to facilitate sharing of information between Africa and the Asia-Pacific region and promote investment and financing.

Also on Sunday, the Third High-level Forum on South-South Cooperation for Sustainable Development under the theme "South- South Cooperation, ICT (Information and Communication Technology) and Financing for Sustainable Development" kicked off in Hong Kong.

Ashe said at the forum's opening ceremony that ICT had the potential to provide new solutions to global challenges, but the digital divide kept billions of people away from information networks.

He noted that governments had a crucial role to play to ensure ICT supports national development efforts and effective technology should be embedded in policy design as well as the delivery of public services.
