"Walking a dog while driving a car is hazardous to the driver, the pet and other road users."

Traffic was disrupted in Jiading district last Monday afternoon by a slow-moving car which had a dog leashed to its trunk. The dog was trotting along behind the car, as pedestrians and drivers slowed to watch the bizarre spectacle. Many vehicle drivers honked their horns as the slow car was impeding their journeys. Local police have started an investigation into the incident, and warned of the danger of such an action.
