Officials can't hold back registration

A basic institutional framework supporting China's immovable property registration system will be completed by the end of 2014, with full implementation slated to kick off in 2016, according to recent statements from the Ministry of Land and Resources.

But, as many in the public now wonder, if the resources and guidelines are in place to support property registration by the end of this year, why don't officials roll this system out sooner? The government's delay could give property owners more than two years to transfer or sell their homes. Corrupt officials, for instance, would have ample time to offload their illegally acquired properties.

We understand that many different departments and agencies will have to cooperate in order for this system to take root.

Logistical challenges and the competing interests of various groups will have to be overcome. This will obviously take a long time. But relevant authorities are urged to push forward registration as soon as possible. If the system can't be fully introduced in a timely manner, authorities should start in certain regions first with other locations joining later.
