Largest amount ever seized: prosecutor

Prosecuting authorities seized more than 200 million yuan ($32 million) in cash from the home of a senior official, China's top procuratorate said on Friday, adding the seized amount is the largest discovered since the founding of the People's Republic of China in 1949.

The money was found at the home of Wei Pengyuan, vice director of the National Energy Administration's coal department, Xu Jinhui, anti-bribery chief of the Supreme People's Procuratorate, said at a press conference.

Wei was put under investigation in May for allegedly accepting bribes. Previous media reports claimed that prosecutors brought 16 counting machines to count the amount of cash at Wei's property. The amount was so much so that four counting machines burned out due to overwork.

Xu did not reveal more details of Wei's case on Friday. Wei was appointed as the vice director of the administration's coal department in 2008. Media portal caixin.com quoted several sources close to Wei as saying that they were shocked about the large amount of cash as Wei usually dressed in plain clothes.

The administration was under the management of the graft-tainted National Development and Reform Commission (NDRC), China's top economic planning body. The NDRC has seen 11 officials punished in the first nine months of this year, according to Xu.

Former deputy chief of the NDRC, Liu Tienan, was expelled from the Communist Party of China for alleged graft practices in August 2013 and stood on trial for bribery on September.

Six of 11 officials were implicated in cases involving over 10 million yuan each, and several leaders of the NDRC price department, including its current head and deputy head, were found to be involved in corruption, said Xu.

He said an important reason for corruption is that these officials have too much power.

"Taking the money and doing what they are paid to do has been an unspoken rule. Everyone knows it and nobody will break the tacit agreement."

China prosecuted 21,652 officials accused of bribery in the first nine months, with 13,414 of those cases resulting in convictions.

The courts have handed down judgments to 13,437 individuals, and only 23 were found to be innocent, the anti-bribery head said.

He added that procuratorates had grilled 35,633 officials from January to September, including 319 at the mayoral level or higher. The number of fallen officials is 5.6 percent higher compared with the same period of last year.
