"The security guard in the park told us to go climb up the steps where it was safer."

A bystander surnamed Zhao, said this, in relation to an incident involving a car that caused havoc in a public park in Hangzhou, Zhejiang Province around midday on Monday. The car, which was being driven at high speed by a 27-year-old man surnamed Lü, crashed into a road lamp, and then knocked over several electric bicycles. Police arrived on the scene, eventually stopping Lü by blockading his car with a police vehicle. Lü told police that he was in a bad mood and wanted to blow off steam. He has been detained.
