Ministry of Culture to regulate ACG content and online comments

According to a statement on the Ministry of Culture's official website on Wednesday, the ministry plans to increase regulation of animation, comic and game (ACG) content.

The statement listed 11 Internet companies, including Baidu and Qihoo 360, that are under investigation for offering games featuring "gambling, pornographic or violent content that runs counter to accepted social values."

The statement also listed 21 websites that it stated provides animated series and comics containing "bloody, horrific and violent" content.

In an interview with thepaper.cn, Liu Qiang, a deputy director with the Ministry of Culture's Market Department, criticized Zombie Brother, an animated series produced by ac.qq.com, for its large amount of bloody content, including scenes showing decapitation. He also called out another animated program Bikini Island for its emphasis on sexualizing the female form and the pornographic nature of its story.

Liu also stated that the ministry would begin working on regulating services which let users leave comments on shows that appear when other users watch that same content.

Dong Zhiling, co-founder of one of the listed websites u17.com, told the Global Times that the site had not been impacted by these newly released restrictions so far. "We are communicating with relative departments. We hope that we will be provided with clear directions so we may adjust our content."
