Two sessions adviser proposes 'three-child policy' for PhD holders

A proposal that would encourage highly-educated parents to have a third child through incentives in order to "improve the general population" was slammed online as a form of discrimination.

Kong Weike, a member of the Chinese People's Political Consultative Conference and noted direct descendant of Confucius, spearheaded the proposal during the ongoing two sessions Tuesday, which encourages parents with advanced degrees to have a third child, news portal china.com.cn reported on Tuesday.

The submitted proposal cites recent data showing that couples with graduate-level educations are choosing to have less children.

In order to "restore balance" to the general population, Kong's proposal offers subsidies and other incentives to those holding a PhD or higher to have more children.

Kong also called for extending the "two-child policy," which now only applies to individuals that are an only child, to the entire population.

Nevertheless, many netizens thrashed the proposal for its eugenic philosophy. Some called Kong a "Nazi," while others shared Kong's ideas. 

"Not all well-educated people are healthy. Kong's theory suggests that Nobel laureates should 'mate' with people worldwide," Sina Weibo user "Liangyue Wandao V5" posted.

"Kong is proof that talented people like Confucius could have retarded offspring," another Net user "Diqiucun Xionghaizi" said.

"Generally, uneducated parents are poor and cannot care for more children," Sina Weibo user "Dingshan" wrote.
