The Fifth Plenary Session of the 18th Communist Party of China Central Committee started Monday, marking a momentous event for the Party and Chinese people. Reportedly the session will focus on the 13th Five-Year Plan, the last one before China reaches its goal of building a moderately prosperous society in all respects by 2020. Hence it has caught wide attention.

Households and society at large have their own standards for measuring what is a moderately prosperous society. To reach the goal, a critical task for China in the next five years is to reduce the imbalances in social development and improve social security.

Building a moderately prosperous society is merely a phase in China's high-speed development, which drives China's rejuvenation. Chinese society will not always stay at this stage.

In addition to the goal, from 2016 to 2020, China will also need to bring hope to people to make them believe that in this time, the country will not only remedy its deficiencies to build a moderately prosperous society, but also prepare for a higher goal - building a medium developed society.

To this end, some indicators will be focused on. Nationally, medium- to high-speed economic growth is anticipated, which constitutes the basis for the public confidence.

There have been concerns in recent years due to various problems like the increasing downward pressure of China's economy and the uproar surrounding the "China collapse" theory. This year, skepticism about China's growth statistics has had a negative effect.

Individually, people have long expected to have better and more affordable education and medical services, and accessible social security.

People keenly anticipate having more statutory vacation days. Addressing these issues will win public support and also in the process promote the development of tourism, which may become the new driving force for the Chinese economy.

Therefore, we strongly suggest that during 2016-2020, China increases public holiday entitlement, primarily resuming the weeklong Labor Day holiday.

The 13th Five-Year Plan has to give people an impetus by responding to their strong wishes with feasible steps to cement the confidence of both the elite and ordinary people. As China can meet various thorny problems in the "deep water" stage of reform, society needs to be aware that these problems cannot all be solved immediately and have more faith.

Most difficulties in China came into being because we desire more. China's achievements so far would be unimaginable at the start of reform and opening-up.

We should not be cast down by some specific problems and figures. From 2016-2020, Chinese society should become more mature mentally.
