China is preparing to release its military reform plan, Wu Qian, spokesperson of Chinese Ministry of National Defense said Thursday afternoon at a press conference in Beijing. 

President Xi Jinping announced in September at a military parade that the country would cut the overall number of its military personnel by 300,000 by the end of 2017. 

Since October 27, the People's Liberation Army (PLA) Daily has published five articles exhorting military personnel to follow the leadership of the Communist Party of China (CPC) throughout the course of the reforms. 

The People's Daily has also run articles emphasizing the necessity of military reform.
