Residents in Shaoxing, Zhejiang Province face losing their pooch privileges under a new point penalty system for delinquent dog owners, media reported on Monday.

Introduced in March, the "dog license" pilot program imposes a 12 point system that, much like a driver's license, would dock owners for a variety of infractions.

The dog's "rap sheet" would be recorded in a bioelectronic chip inserted under the skin of each registered pet, explained Zhang Zhuoming, a Yuecheng district official.

When a dog reaches zero points, its owner must reapply for a new license.

So far a total owners have had all their dog points deducted and more than 70 residents have received warnings since the beginning of March, according to Zhang.
