Poll of CYL members leads to sack of 24 branch heads

A total of 24 Communist Youth League (CYL) branch secretaries in Chongqing Municipality have been removed from their posts for failing to satisfy organization members, in a move that experts say sets an example for the Chinese people's supervision of Party and government organs.

 In a recent campaign by the Chongqing CYL to evaluate the performance of its 57,512 branch secretaries, 24 League branch secretaries -   including college students, enterprise employees, middle school teachers and village officials - were relieved of their titles for lacking a sense of responsibility and a spirit of service, China Youth Daily reported Sunday.

Zhou Bo, secretary of Chongqing's municipal youth league committee, told the newspaper that just over 96 percent of the 35,607 secretaries in county leagues were evaluated as "satisfactory" by their league members, while 98 percent of secretaries in enterprises and nearly 95 percent  in schools were deemed "satisfactory."

New branch secretaries have already been elected to replace those removed.

Zhi Zhenfeng, an associate research fellow in law at the Chinese Academy of Social Sciences, told the Global Times that the Chongqing CYL set a good example for the promotion of democracy in Party and government organizations.

"This campaign should be promoted among other Party and government organs," said Zhi.

However, Zhi pointed out that the campaign should have allowed more ordinary people to have a say in the evaluation rather than being open  only to league members.

However, Zhang Xien, a professor of political science at Shandong University, questioned the credibility of the campaign.

"Is there any black box operation behind the campaign?" he asked. "Is it fair to remove these secretaries' titles only on account of one single evaluation?"

In 2010, The Ningxia Hui Autonomous Region started testing out democratic evaluation in an assessment of county governments.

A total of 174 working teams were dispatched to villages to audit local accounts and interview villagers about the actual distribution of subsidies.

Forty-four officials were dismissed and 49 others received punishment.
