S&ED should be platform for frank dialogue

The China-US Strategic and Economic Dialogue (S&ED) will be held on Monday and Tuesday in Beijing. This is an occasion where the two countries are supposed to speak frankly. We'd like to express the real opinion of the Chinese public toward the US so as to enable the US to strategically understand China more accurately.

The Chinese people do not want to challenge the US' status as a superpower. If the world is bound to have a hegemonic power from the rise of the British Empire to anytime in the future, we would rather let the US take that role. Being a hegemonic state would have to pay price. It asks for it.

Washington is understandably wary about China's rise which may impair its hegemony. But the Chinese people also worry that the US may contain China's rise. The ability that the US mobilizes its resources to contain China is more than China's ability to challenge the US.

The US has its own logic to push forward the pivot to the Asia-Pacific strategy, but it makes Chinese people feel under an unprecedented threat. We will never accept that the US suppresses China in this way. To compel the US to exercise restraint will be the long-term will of Chinese society and long-term action taken by the Chinese government.

With its unbridled behavior, the US has reminded the Chinese that our military strength is still weak and we must develop our own strategic military capability to deter the US. The arrogance of the US Pacific fleet is the epitome of US society toward China's military strength. China already has the economic and technological basis to narrow the military gap with the US and it should speed up the process.

The US has brought Chinese people a sense of insecurity from all facets, including its mounting support of China's anti-system forces. More Chinese are tired of US rhetoric against China's human rights issue and believe it is just a tool used by Washington to compete with China.

The Chinese people used to hold a favorable impression of the US and till now, the modernization of US society remains attractive. But a rising number of people have become pessimistic toward the Sino-US relationship thanks to US support for Japan, its instigation of the Philippines and increasing deployment of military power to the South China Sea.

Generally, the Chinese people hope for a desirable bilateral relationship and especially do not want to see a military clash. But the US keeps showing its strength by sending spy planes and warships close to China's territory. We strongly hope the PLA could develop and exercise the ability to deter the US from coming close.

The US should give more room to China's rise and respect China more. We don't see China's periphery areas as our sphere of influence, but we will not allow East Asia to fall into the orbit of the US.

The aforementioned views represent Chinese society. The more aggressive US policy toward China is, the more possible it is that these opinions will become China's policy.
