Financing for small and medium-sized enterprises (SMEs) doesn't necessarily rely on banks, and China should strive to develop venture capital to address these companies' financing needs, said Ma Weihua, former president of China Merchants Bank.

Banks have their own difficulties in terms of risk control when offering loans to SMEs, Ma said Sunday.
