NPC considers new regulation to strengthen cyber security

China must handle cyber security threats from abroad more forcefully, said a draft law submitted to the country's top legislature for a second reading on Monday.

The draft Cyber Security Law incorporates a new article saying that the State must monitor and deal with threats from abroad to protect its information infrastructure from being attacked, intruded upon, disturbed or damaged.

The draft, which also sets out sanctions against activities threatening cyber security, was submitted to the National People's Congress (NPC) Standing Committee on Monday at the start of its six-day bimonthly session.

Reports of cyber security cases surged last year, according to a report released by a nonprofit cyber security institution in China in May.

The report by the National Computer Network Emergency Response Technical Team and Coordination Center of China said that there were 126,916 cyber security cases in 2015, up 125.9 percent, year-on-year, with 99.6 percent of complaints made by domestic information technology users.

Legislative efforts on a cyber security law were stepped up starting in 2015. The NPC said a new law is urgently needed to deal with increasingly worrying threats to Chinese cyber security, read a statement following the full text of the draft on the NPC's website.
