Newly appointed member of Xinjiang regional Party Standing Committee experienced in transition of major personnel changes

The Central Committee of the Communist Party of China (CPC) appointed Li Yifei as a member of the Standing Committee of the CPC Xinjiang Uygur Autonomous Regional Committee on Wednesday, the Xinjiang Daily reported. 

Before the appointment, Li had been working in the Organization Department in Southwest China's Guizhou Province for three years. 

According to a public release, Li, born in 1964, joined the CPC in 1984. He studied hygienics at the Kunming Health Vocational College in Southwest China's Yunnan Province and then worked in Yunnan for many years.

In December 2009, Li was appointed deputy Party chief of Kunming, capital city of Yunnan, and in 2016 he was elected as a member of the Standing Committee of the CPC Yunnan Provincial Committee. 

In March 2017, Li went to work in Guizhou Province as a member of the Standing Committee of the CPC Guizhou Provincial Committee and also the head of the Organization Department.

According to chinanews, the Organization Department of the CPC's main responsibilities include organization work for the Party and the building of cadres and talent teams.

According to a WeChat public account, Upolitics, which is affiliated to the Beijing Youth Daily, Li has gained experience in helping with "smooth transitions of major personnel changes."

On May 6, 2018, Li announced the appointment of Li Baofang as the chairman of Kweichow Moutai Group. Li Baofang's speech to leaders of Moutai in March revealed that leaders of the Guizhou Provincial Party Committee, including the then Party chief and Li Yifei, had studied the personnel changes for more than a year, hoping to find the ideal person to help Moutai make a smooth transition, according to Upolitics.

According to public releases, besides Li Yifei, the Standing Committee of the CPC Xinjiang Uygur Autonomous Regional Committee has 11 members - Chen Quanguo, the Party chief, Shohrat Zakir, chairman of the Xinjiang regional government, Wang Junzheng, political commissar of the Xinjiang Production and Construction Corps and chairman of the China Xinjiang Group, and also secretary of the political and legislative affairs committee of Xinjiang, and Li Pengxin, secretary of the education committee.

The State Council announced Wang Junzheng's appointment as political commissar of the Xinjiang Production and Construction Corps and chairman of the China Xinjiang Group in May, according to the Xinhua News Agency. 

Wang Junzheng was appointed as the chief of the political and legislative affairs committee of the CPC Xinjiang Autonomous Regional Committee in February 2019. Before working in Xinjiang, Wang worked in Yunnan, Hubei and Jilin for several years.

During his work in Jilin from January 2016, as the Party chief of Changchun, Wang pushed the economic development of Changchun, making it one of the leading capital cities in terms of economic development in Northeast China's three provinces in 2016 and 2017. 

Wang also took part in dealing with the fake vaccine scandal that occurred in Jilin Province in July 2018. A 50-day-long campaign, which emphasized discipline among officials, was launched following the scandal.
