China to strengthen auditing for military cadres

China has released a new directive to strengthen military auditing work and reconstruct its current economic responsibility auditing system, noting that Communist Party of China (CPC) cadres with economic responsibility in the People's Liberation Army (PLA) and Armed Police Force will all be included in the scope of audits "without exception."

The directive, Audit Provisions Economic Responsibility of Military Cadres, was approved by China's Central Military Commission (CMC) and is effective from July 1, according to a report from the Xinhua News Agency on Monday.

The provision is of great significance in promoting the implementation of the requirements for comprehensive and strict military management, improving the system of power restriction and supervision, and promoting the "loyalty, cleanliness and responsibility of leading cadres," read the new provision.

The provision will adopt the principle of auditing and supervision with "no prohibited areas, no blind areas, and no exceptions," making it clear that CPC members with economic responsibility and cadres in the PLA and Armed Police Force will all be included in the scope of audits. Cadres at or above the corps level who leave office within one year shall also be included in the audits.

Audits of military cadres' abilities to implement decision-making instructions and organize major decisions will be highlighted, according to the directive.
