China’s film censorship should be lawful: expert

A national political adviser on Monday said the government's film censorship rights should be placed under legal supervision, and called for speedier film legislation. 

Wang Xingdong, vice-chairman of the China Film Association and a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), revealed his proposals for the "two sessions" that start on Tuesday.

"All these years, film censorship has been dominated by the government, and sometimes the fate of a film is decided by some officials' personal preference," Wang told the Global Times Monday.

Some of the films which had been approved by the board of censors were prevented from being screened due to the personal feelings of one particular official, Wang said.

"Taking one's own words as law and placing one's own authority above the law should be banned in China's film industry," Wang said.

Without a rating system, Chinese movies are subject to review by the State Administration of Press, Publication, Radio, Film and Television. The censorship board follows China's film management regulation that was put into effect in 2002.

The rule bans 10 types of content in films, including those that jeopardize national unity or promote obscenity, gambling and violence. 

"But the regulation fails to specify the extent to which movies can tackle sensitive topics, such as corruption and violence," Wang said.

The premiere of Chinese director Jiang Wen's film, Gone with The Bullets, was delayed at the last minute due to problems with the censorship board in December, which caused over 10 million yuan ($1.6 million) in losses.
