The Tianjin Municipal Bureau of Finance announced that the city's green finance sector is developing steadily. By the end of the third quarter of 2022, the city's green loan balance exceeded 462 billion yuan($ 64.7 billion), an increase of 14.31 percent year-on-year, accounting for 11 percent of the proportion of loans. The city's 12 commercial banks have provided preferential credit funds worth over 8 billion yuan ($1.1 billion) for 88 projects in key areas of carbon emission reduction support.
From the beginning of 2022 the Municipal Bureau of Finance has continued to promote green financial reform and innovation, and actively promoted the multi-faceted cooperation among financial institutions, professional service institutions, third-party think tanks and key regions to precisely serve the "double carbon" strategy and the city's green development. During this period, the Bureau promoted Ping An Bank Tianjin Branch, Nankai University to jointly establish the "Carbon Neutral and Digital Carbon Finance Laboratory"; assisting United Credit Corporation and its subsidiary United Equator to play a leading role in the industry, landing a number of green financial products and cases, such as transformation bonds, the first in the country, and United Equator was awarded the first round of qualifications as a "green bond evaluation and certification institution" and ranked first in the market evaluation of "green bond" evaluation and certification institutions. The Industrial Bank Tianjin Branch helped TCL Zhonghuan "DW Phase III Smart Factory Project" by forming a syndicated loan. At the same time, the city has taken advantage of new financial industries such as leasing and factoring to promote the issuance of green financial products such as the first "double ESG structure" syndicated loan in China and the first single blue bond on the Shenzhen Stock Exchange.
