Beijing to support leading AI enterprises to build models similar to ChatGPT

Beijing announced on Monday that it will support leading artificial intelligence (AI) enterprises to build large models similar to ChatGPT, the AI-enabled chatbot developed by Silicon Valley-based OpenAI, and it will strengthen the layout of AI computing infrastructure and the supply of AI data.

The Beijing White Paper on the development of the AI Industry in 2022 was released on Monday, outlining the city's achievements and expectations in the field of AI.

The paper emphasized that Beijing had 1,048 leading AI enterprises by October 2022, accounting for 29 percent of the total AI enterprises in China, ranking first in the country. Additionally, the city has a strong industrial agglomeration capacity and a well-developed full-stack artificial intelligence industrial chain.

"Focusing on accelerating the construction of AI innovative application, Beijing has actively explored new models and paths for the development of the AI industry, and made remarkable progress in scientific and technological innovation, integrated application, ecological environment construction and institutional innovation," said an official from Beijing Municipal Bureau of Economy and Information Technology.

It is worth mentioning that the world's largest intelligence model was innovated in Beijing, with a parameter scale of 1.75 trillion, while the Baidu "Wenxin" model's parameters reached 260 billion, making it the largest monolithic model in the Chinese language in the world.

One of the driving forces behind Beijing's continued AI lead is the steady influx of technical talents, with over 40,000 individuals accounting for 60 percent of the country's total. Beijing has 30 of the top 100 institutions in the world in terms of the number of patents granted.

Beijing also leads the country in the openness of government data, and AI has been applied to various fields, including public services, finance, taxation and urban management. In addition, digital humans, intelligent robots and other AI technologies were also successfully showcased at the Beijing Winter Olympics in 2022.

Beijing plans to further increase the introduction and training of technical talents, encourage them to start their own businesses in the city, and support existing leading enterprises to further develop innovative applications in autonomous driving, intelligent manufacturing and smart cities.
