Henan establishes a comprehensive mechanism to serve the power needs of the industrial chain

Seizing the springtime, construction is in full swing. On April 23rd, at the important project of Henan Province's new energy vehicle industry cluster—the Luoyang Zhongzhou Era New Energy Production Base—the sound of machinery is loud and clear as construction workers are busily and orderly installing electromechanical equipment for the factory. "The power department has provided us with a comprehensive service, ensuring our electricity supply, and the project construction is progressing very smoothly," said Zhang Hongyu, the project manager.

Since 2023, the Henan Provincial Committee and the Provincial Government have deployed efforts to cultivate and strengthen seven major industrial clusters and 28 key industrial chains. The local power departments, in service of Henan's new industrialization and key industrial chain projects, have established a "matrix-style" comprehensive service mechanism at the provincial, city, and county levels for key industrial chain enterprises and industry associations. There are 12 power "chain leaders" and 21 responsible departments for "chain leaders" who maintain regular communication with the government's industrial chain "chain leaders" and responsible units on the chain. They proactively understand the concerns of enterprises and work in coordination to address electricity-related issues, ensuring that enterprises within the industrial chain have their concerns responded to and reported, and that compliant issues are handled. They have collected and resolved over 150 electricity-related issues for related enterprises, effectively ensuring the power supply for the development of each industrial chain, aiding in the formation of a chain of pearls and clusters, and promoting the high-quality economic and social development of Henan's manufacturing industry.

To ensure the electricity supply for key enterprises and major projects, the local power departments have appointed 227 chief service officers to provide advanced services such as "waiting for the project with electricity" for 589 provincial-level major projects, facilitating efficient power installation and construction. They have implemented a "1+1" dual manager system for business expansion and customer service, as well as for project managers of supporting projects, to further improve the efficiency of power supply services. "Just after completing the electricity application, someone familiar with our electricity information came to connect with us, and the project was powered up 7 days in advance. We are very satisfied with this service," said Xu Xiangfeng, the electrical manager of Quxian Optoelectronics Technology Co., Ltd., a key industrial chain project in Henan Province.

Currently, Henan has achieved full coverage of the grid-based service system for grassroots power supply departments, power supply stations, and area managers, responding promptly to customers' frequent electricity-related demands, and fully assisting industrial cluster projects to use electricity quickly and efficiently.
