On June 17, 2025, the city of Karamay (Xinjiang, China) hosted the Fourth Meeting of Heads of Ministries and Agencies of Shanghai Cooperation Organization (hereinafter referred to as "SCO") Member States Responsible for the Development of Information and Communication Technologies (ICT). Xiong Jijun, Vice Minister of the Ministry of Industry and Information Technology of China, chaired the meeting and delivered a keynote speech. Yusupjan Mamat, member of the Standing Committee of the CPC Xinjiang Uygur Autonomous Region Committee and Vice Chairman of the People's Government of Xinjiang Uygur Autonomous Region, and Janish Kain, Deputy Secretary-General of the SCO, attended the meeting and delivered remarks. Officials from relevant departments of SCO member states and dialogue partners attended the meeting.

Xiong Jijun stated that promoting sustainable development and accelerating modernization are common goals of SCO countries. China has actively seized the major trends of digitalization, networking, and intelligentization, promoting deep integration between the digital economy and the real economy, and has embarked on a Chinese path of empowering sustainable development through digital transformation. China is willing to work hand in hand with all parties, promote the quality enhancement and upgrading of cooperation among SCO countries through institutional building, strengthen policy exchanges, deepen practical cooperation in digital and information communication technology fields, empower industrial transformation and upgrading, share digital dividends, build a more equal, inclusive, and universal digital world, and contribute to building a SCO community with a shared future.
Representatives from SCO member states and dialogue partners delivered keynote speeches, introducing their respective countries' development in digital and information communication technologies, and conducted in-depth discussions on future cooperation priorities in the digital and information communication technology fields. The meeting reviewed and adopted the "Action Plan for the Digital Transformation of SCO Member States," confirmed that the next meeting will be held in Kyrgyzstan, and signed the meeting minutes. All participating countries unanimously expressed their willingness to uphold the "Shanghai Spirit" and continuously achieve new results in cooperation in the digital and information communication fields.
As a complementary event, the China-SCO Digital Technology Cooperation and Development Forum was held concurrently. Xiong Jijun attended the opening ceremony and delivered remarks, introducing China's development in digital and information communication industries, and proposed four initiatives for deepening cooperation among SCO countries in the digital economy: jointly building infrastructure networks, co-creating collaborative ecosystems, jointly cultivating technological innovation talent, and jointly expanding cooperation and development space.

Prior to the meeting, Xiong Jijun held talks with the Minister of Digital Technologies of Uzbekistan, the First Deputy Minister of Communications and Informatization of Belarus, the Director of the Communications Agency of Tajikistan, the Minister of Digital Development and Innovation Technologies of Kyrgyzstan, and the Deputy Minister of Digital Development, Communications and Mass Media of Russia who attended the meeting, exchanging views on strengthening bilateral and multilateral cooperation in digital and information communication fields.
Relevant officials from departments and bureaus of the Ministry of Industry and Information Technology, the China Academy of Information and Communications Technology, the Department of Industry and Information Technology of Xinjiang Uygur Autonomous Region, the Communications Authority, and the People's Government of Karamay City participated in related activities.
