When asked to comment on the result of the 2025 World AI Conference and High-Level Meeting on Global AI Governance which was concluded on Monday in Shanghai, Chinese Foreign Ministry spokesperson Guo Jiakun said on Tuesday that the event produced a series of positive outcomes, which clarified China's position in relation to the promotion of AI development and governance.
China vows to promote inclusive access to AI through openness and equal opportunity, deepen international cooperation on innovation, including joint research and talent exchanges, and accelerate the formulation of a global governance framework and rules for AI, said the spokesperson.
An action plan for global AI governance was also adopted during the meeting, which outlines 13 concrete and practical actions to foster AI development while ensuring safety and controllability. The plan emphasizes national sovereignty, equitable access and green development, and calls for enhanced international cooperation, said Guo.
Besides, the establishment of a global AI cooperation organization was proposed during the event. Guo stressed that the proposal reflects China's support for multilateralism and response to the voices of the Global South. Aimed at sharing the benefits of AI, bridging the digital divide and ensuring AI serves the greater good, the organization is envisioned as a new global public good, he said, adding that China is considering Shanghai as the host city, leveraging its leading role in AI development.
The spokesperson said that the international event also builds a collaborative platform for industry-academia-research exchange and achievement sharing, which gathered over 800 AI companies from more than 70 countries and regions showcasing more than 3,000 cutting-edge achievements. In addition, multiple innovation incubation zones were set up, and over 100 products made their global or China debut, illustrating a full ecosystem from core technologies to industrial applications, he said.
"China reaffirmed its commitment to fostering inclusive, open and beneficial global AI development through continued international collaboration," said Guo.
